Expands the crime of drag racing to include organizers and spectators, not just drivers participating in races, speed competitions, or acceleration contests on public highways.

Increases penalties for first conviction to $500 and 30 days probation; second conviction to $1,000 and 90 days probation; third or subsequent conviction to $3,000 and six months probation.

Requires impoundment of vehicles for first-time drag racing offenders, with the towing service holding a lien for reasonable and customary towing and storage fees until the registered owner claims the vehicle.

Mandates seizure and forfeiture of vehicles when a person is charged with drag racing and has a prior conviction of the same offense; forfeited vehicles may be retained for official use or sold, with proceeds going to law enforcement after expenses are covered.

Extends license suspension from six months to one year for any drag racing conviction.
