Extends the repayment deadline for funds transferred from the Alabama Trust Fund to the State General Fund from September 30, 2026 to September 30, 2027.

Shifts all minimum cumulative repayment amounts by one year, with the final repayment of $437,390,829 due by September 30, 2027 instead of September 30, 2026.

Requires the Legislative Fiscal Office to report annually to legislative leadership and budget committee chairs on total cumulative repayments made under the repayment schedule.

Guarantees that if the Legislature fails to appropriate sufficient funds to meet the minimum repayment amounts, the difference shall be automatically appropriated from the General Fund and cannot be reduced through budget proration.

Takes effect immediately upon passage and approval by the Governor.
