Amends Section 17-4-3 of the Code of Alabama 1975 to require county boards of registrars to notify all persons being purged from the voter registration list, except those who have died with a valid death certificate presented.

Persons subject to purging (except deceased voters) must be notified by United States mail to their last known address of the board's intention to remove them and the reason for removal.

Persons convicted of disqualifying criminal offenses must receive notification by certified mail rather than standard mail, and cannot be removed from the poll list while an appeal from conviction is pending.

Provides voters whose names are proposed for removal the right to appeal the board's decision to probate court without posting bond for costs.

The act becomes effective on the first day of the third month following passage and gubernatorial approval.
