Amends Act 2012-196 to authorize city mayors in Jefferson County to designate city officers or employees to issue motor vehicle registrations and license plates.

Cities may only issue registrations to city residents for vehicles previously registered in Alabama, and must remit registration fees and taxes to the county after deducting issuance fees and commissions.

Cities retain issuance fees equivalent to those charged by the county, which shall be credited to the city general fund, and may levy an additional annual issuance fee not to exceed $5 per vehicle.

Cities deduct and retain commissions on ad valorem tax assessments and collections at a rate of 1 percent for assessments and 1 percent for collections, with additional fees deposited into the city general fund for operation of the license plate issuing office.

The act is retroactive to April 1, 2014, and is declared remedial and curative to clarify the intent of the original 2012 act.
