Requires parties seeking restraining orders, preliminary injunctions, or orders staying permits affecting industrial operations to post security for potential costs and damages if the operation is wrongfully enjoined or restrained.

Court must consider the amount of employee wages and benefits and payments to contractors and subcontractors as relevant factors when determining the security amount.

Defines industrial operations to include construction, energy, timber activities, road construction or maintenance, and oil, gas, and mineral exploration, development, and production.

Exempts parties from posting security when the challenged permitting decision is made by the Alabama Department of Environmental Management under a federally approved program or by the Department of Conservation and Natural Resources under an Office of Surface Mining program.

Takes effect on the first day of the third month following passage and approval by the Governor.
