Creates new crime of killing a hunting dog (pure breed or mixed breed dog developed to assist hunters), classified as a Class C felony.

First violation: minimum fine of $1,500 and 2-year suspension of hunting privileges; second violation: minimum fine of $3,000 and 2-year suspension; third violation: minimum fine of $10,000 and permanent revocation of hunting privileges.

Requires courts to order restitution to the dog's owner for the dog's value, with failure to pay resulting in revocation or denial of hunting or fishing licenses, tags, or permits.

Mandates forfeiture of all hunting gear and firearms used to commit the violation to the Department of Conservation and Natural Resources.

Becomes effective on the first day of the third month following passage and gubernatorial approval.
