Applies to Class 5 municipalities with populations between 23,000 and 27,000 inhabitants organized under Act 71, 1977.

Establishes five-member city council with two at-large members and three district members, elected every three years with term limits of two consecutive terms.

Requires all council members to obtain Basic Certified Municipal Officials Certification through the Alabama League of Municipalities within 30 months of taking office.

Prohibits council members from directing personnel appointments or removals, with violations punishable as Class A misdemeanor on first offense and Class C felony with removal from office on second offense.

Establishes position of city planner, requires six-month severance for department heads removed without cause, and extends financial audit cycles from two to four years between same accountants.
