• Alabama Law Enforcement Agency must provide electronic records to the Secretary of State containing legal name, age, residence, and citizenship information for all driver's license and non-driver identification card holders.

• Secretary of State must transmit eligible voter information to county boards of registrars or judges of probate, who shall notify each person of their right to decline voter registration.

• Persons who do not decline registration within 21 calendar days after notification are automatically registered to vote if determined qualified and not already registered.

• Secretary of State must adopt rules to implement the automatic voter registration system.

• Act becomes effective on the first day of the third month following passage and gubernatorial approval or when otherwise becoming law.
