Allows inmates assigned to work release or community correction centers with paid employment to obtain an Inmate In Paid Employment Driver's License, restricted to driving to/from and during paid employment.

Requires inmate eligibility including no convictions for murder, homicide, manslaughter, DUI, kidnapping, false imprisonment, escape, or vehicle theft, plus six months of demonstrated stability and a favorable driving record without moving violations in three years prior to incarceration.

Sets license fee at $20 for one year, issued by the Department of Public Safety without reinstatement fees, with renewals available if inmate remains in good standing.

Requires center director to give license upon departure to work and collect it upon return, with secure storage and documentation of each issuance and return.

Mandates inmates deposit 10 percent of take-home pay into a special account for fees and costs related to reinstating a regular driver's license.
