• Amends Section 11-2A-4 of the Code of Alabama 1975 to modify compensation rules for local elected officials covered by the chapter.

• Removes the requirement that compensation increases for local officials can only be granted at the time of county budget adoption, allowing increases to be granted at other times.

• Limits all compensation increases to cost-of-living adjustments only, eliminating eligibility for longevity increases, merit raises, and bonuses that county employees receive.

• Caps compensation increases at a maximum of 8 percent during a four-year term for officials with four-year terms, or during any four-year period for other officials.

• Becomes effective on the first day of the third month following passage and approval by the Governor.
