Prohibits insurers and vision care plans from requiring vision care providers to offer services or materials at insurer-set fees unless those services or materials are covered under the contract.

Prohibits insurers from requiring vision care providers to participate with or be credentialed by specific vision care plans as a condition to join an insurer's provider panel.

Prohibits restrictions on vision care providers' choice of suppliers, sources, and optical labs for their practice.

Requires vision care providers to charge enrollees the same usual and customary rates for non-covered services and materials as they charge other patients.

Requires insurers and vision care plans to provide reasonable reimbursements for covered services and materials and prohibits nominal reimbursement amounts to artificially classify items as covered.
