• Amends Section 6 of Act 93-664 to modify the civil service system categories for Shelby County employees, specifically addressing exemptions for positions in the Judge of Probate and Property Tax Commissioner offices.

• Exempts the Administrator of Probate and Recording Services (Chief Clerk), Assistant to the Judge of Probate, Administrator, Chief Appraiser, Supervisor of Collections, and Supervisor of Business Personal Property from the civil service system and classified services.

• Expands unclassified service exemptions to include employees paid through discretionary funds of the Judge of Probate (Index Fund and Mental Health Program Discretionary Fund established by Act 2013-259) who receive more than 50 percent of their total county compensation from such funds.

• Ensures full-time unclassified service employees in the County Commission, Judge of Probate, and Property Tax Commissioner offices receive the same leave policies, compensation schedules, and benefits eligibility as classified service employees.

• Becomes effective on the first day of the third month following passage and approval by the Governor.
