Amends Act No. 470 of 1939 to modify Mobile County's countywide civil service system by revising rules on unclassified service positions and layoff procedures.

Allows appointing authorities to establish independent recruitment, testing, interviewing, and hiring programs instead of using centralized civil service procedures, subject to submission of human resources policies manual to the Personnel Director.

Authorizes appointing authorities to pay employees exceeding performance standards up to the mid-range of the pay plan during the working test period, with Personnel Director approval for special step adjustments.

Permits appointing authorities to compensate employees yearly for excess annual leave accumulated above the maximum allowed balance, with employees able to accept or reject participation each year and direct payments as pay or deferred compensation.

Requires annual audits by the Personnel Board, conducted by a Certified Professional in Human Resources, to ensure compliance with human resources policies and Personnel Board regulations.
