Russell County Commission may levy an additional annual issuance fee of up to $10 on each motor vehicle registration in the county, adopted by recorded roll call vote.

Persons exempt from ad valorem taxes under Alabama Code Section 40-9-21 are exempt from the annual issuance fee for one motor vehicle per year.

The annual issuance fee becomes due at the same time as state license and registration fees, with collection limited to once per 12-month period per vehicle.

Forty percent of fee proceeds go to the City of Phenix City general fund for building, repair, and maintenance of roads, bridges, and sidewalks within city limits.

Sixty percent of fee proceeds go to the county general fund at the discretion of the county commission, with option to distribute a percentage to the City of Hurtsboro for similar road, bridge, and sidewalk purposes.

The act becomes effective January 1, 2016.
