• Eliminates the requirement for qualified Alabama electors to provide an excuse or explanation to vote by absentee ballot.

• Allows any qualified elector to apply for and vote an absentee ballot by mail or hand delivery for any primary, general, special, or municipal election with a written application submitted at least five days before the election.

• Removes the six specific qualifying conditions currently required (out-of-county travel, physical illness, work schedule conflict, student status, military service, election officer appointment) that previously restricted absentee voting eligibility.

• Maintains existing procedures for absentee ballot distribution, affidavit requirements, witness verification, and fraud prevention measures.

• Takes effect on the first day of the third month following passage and approval by the Governor.
