Establishes the Health Center Access and Quality Improvement Program to support access to primary care and quality improvement activities for qualified health centers in Alabama's Medicaid program.

Imposes an assessment on qualified health centers beginning October 1, 2015 for fiscal years ending September 30, 2016, 2017, and 2018, not to exceed federal limitations under 42 C.F.R. §433.66-433.72.

Creates a Health Center Assessment Account within the Health Care Trust Fund to receive assessment revenues and fund care coordination and management payments, access payments, and quality improvement payments to health centers.

Requires the Alabama Medicaid Agency to submit Medicaid State Plan amendments to the Centers for Medicare and Medicaid Services for approval before assessment implementation, with the program terminating automatically on September 30, 2018 unless extended by legislation.

Establishes a Health Center Services and Reimbursement Panel with six members to review and approve any policy changes, State Plan amendments, or waivers involving health center services or reimbursement prior to submission to federal or state authorities.
