Department of Education shall match dollar-for-dollar the net income earned from book sales by active or retired educators employed by Alabama local school systems, capped at $500,000.

Eligible books must be written solely by an educator or, if co-authored, at least 90 percent of the material must be written by the educator.

Books must contain at least 90 percent new material not previously published, be at least 20 printed pages, and have a text-to-pictures ratio of at least 65 percent (except for kindergarten through sixth grade books).

Eligible books may be bound as paperback, hardback, or if published after January 1, 2016, as digital or electronic versions.

Department of Education may adopt rules regarding implementation and administration of the program.
