Governor required to order two mandatory furlough days for state employees during the 2015-2016 Fiscal Year on days designated as state holidays (excluding Saturdays and Sundays).

Essential state employees required to work on furlough days receive only regular compensation for hours physically worked; non-essential employees receive no compensation but maintain full pay status for benefits including leave accruals and seniority rights.

Limited paid state holidays to maximum of 13 per calendar year for state employees; any holidays declared beyond 13 are unpaid.

State employees working on state holidays receive one hour of compensatory leave or paid compensation for each hour worked, up to a maximum of 8 hours, with a "state holiday" defined as an eight-hour day.

Defined compensatory leave scheduling requirements, allowing accumulation up to one year if not scheduled within the quarter the holiday occurred.
