• Amends Tuscaloosa County's sales and use tax statutes to increase taxes and restructure the distribution of proceeds among county entities, schools, municipalities, and a newly created road improvement commission.

• Creates the Tuscaloosa County Road Improvement Commission with 8 voting members representing the City of Tuscaloosa, City of Northport, County Commission, West Alabama Chamber of Commerce, Industrial Development Authority, and legislative delegation, plus an advisory non-voting director from the Alabama Department of Transportation.

• Allocates remaining tax proceeds after pledged obligations are met as follows: 19% to City of Tuscaloosa, 5% to City of Northport, 14.3% to county, 6.7% to hospital authority, 25% to county schools, 20% to city schools, and remaining amounts to the Road Improvement Commission for prioritized road and bridge projects.

• Directs the Road Improvement Commission to fund seven specific infrastructure projects in priority order, including reimbursement for City of Northport's 2014 Mitt Lary Road warrant, followed by improvements to SR69 South, SR69 North, Martin Luther King Boulevard/Jack Warner Parkway, McFarland Boulevard/U.S. 82, McWright's Ferry Road, and Bear Creek Cutoff Road.

• Becomes effective June 1, 2016, with funds remaining after prescribed projects completed allocated 75% to commission-administered projects and 25% to county and municipalities based on population.
