HB620 Summary

• Applies only to the City of Jasper, Alabama and authorizes the Alabama Alcoholic Beverage Control Board to issue entertainment district designations for retail on-premises alcoholic beverage licenses.

• Permits patrons to exit licensed premises with open containers and consume alcoholic beverages anywhere within the entertainment district boundaries, but prohibits entry into other licensed premises with open or closed containers acquired elsewhere.

• Limits the City of Jasper to establishing up to two entertainment districts, each requiring a minimum of four retail liquor licensees and not exceeding one-half mile by one-half mile in area, though districts may be irregularly shaped.

• Repeals all conflicting general, local, and special laws that designate or restrict the boundaries, size, or area of entertainment districts.

• Takes effect immediately upon passage and approval by the Governor or upon otherwise becoming law.
