Amends Section 10A-1-4.31 of the Code of Alabama 1975 to authorize the Secretary of State Entity Fund to be used for administration of the Office of the Secretary of State.

Modifies restrictions on the fund by changing language from "shall not be expended for any purpose whatsoever" to "may be expended for any purposes whatsoever related to the administration of the Office of the Secretary of State as determined by the Secretary of State."

Requires that fund expenditures remain subject to allotment and budgeting requirements under Article 4 of Chapter 4 of Title 41, and only in amounts and for purposes provided by the Legislature in the general appropriation bill or this section.

Maintains that 70 percent of funds collected by the Secretary of State relating to entities during the fiscal year shall be deposited into the State General Fund.

Becomes effective immediately upon passage and approval by the Governor, or upon otherwise becoming law.
