• Increases Alabama State University Board of Trustees membership by adding three at-large members who may be selected from outside the state.

• Establishes a nominating committee composed of board members, faculty/staff senate representatives, student government president, state legislators, alumni association president, and community representatives to nominate three candidates for each board vacancy.

• Allows board members to participate in meetings via telephone or video conference, provided a majority of board members remain physically present for business deliberation.

• Creates emergency meeting procedures callable by the Governor, board president pro tempore, or three board members when circumstances present risks to health, safety, property, or university operations, with 72-hour notice required unless circumstances require sooner convening.
