• Prohibits state employers from discriminating in hiring, promotion, discipline, or termination based on race, color, religion, national origin, ethnicity, sex, disability, age, or any other trait or characteristic unrelated to job performance.

• Allows employees and prospective employees who experience discrimination to file complaints with the State Personnel Department.

• Authorizes the State Personnel Department to adopt rules under the Administrative Procedure Act to implement the discrimination prohibition.

• Becomes effective on the first day of the third month following passage and approval by the Governor.
