• Changes the appointment authority for the 11-member Alabama Public Charter School Commission from the State Board of Education to the Governor (4 appointees), Lieutenant Governor (1 appointee), President Pro Tempore of the Senate (2 appointees), and Speaker of the House of Representatives (3 appointees).

• Requires each appointing authority to recommend at least two nominees for each appointment, with one appointee from each legislative chamber coming from minority party recommendations.

• Establishes an eleventh rotating commission member appointed by the local school system where a charter application was denied, to serve specifically for that application review.

• Requires initial commission appointments by June 1, 2015, with staggered term lengths: some members serving one-year initial terms and others serving two-year initial terms, followed by two-year terms thereafter, with a maximum of six years total service.

• Effective immediately upon passage and approval by the Governor.
