Establishes instant runoff voting procedure for primary elections in any county where a federal office other than president is contested by three or more candidates.

Requires judges of probate to prepare a special federal ballot listing all federal offices with three or more candidates and a separate special state ballot for presidential office, two-candidate federal races, state and county offices, and referenda.

Voters indicate preference order by marking consecutive numbers (1, 2, 3, etc.) next to candidate names on the federal ballot; voting for multiple candidates is optional.

First round counts first-choice votes; if no candidate achieves a majority, the two candidates with the highest vote totals advance to a second round where voters' highest-ranked choice between those two candidates is counted.

State of Alabama reimburses all implementation costs as an election expense; law takes effect only upon Secretary of State's notice that a federal court order requiring nine-week runoff elections has been vacated or upon entry of a federal court order indicating vacatur is unnecessary.
