Allow Alabama residents to request personalized "in memory" license plates honoring deceased family members upon application to the judge of probate or license commissioner.

Require payment of an additional annual fee of $25 in addition to regular license plate fees and taxes for private passenger or pleasure motor vehicles.

Issue plates valid for five years, after which they may be replaced with conventional, personalized, or distinctive license plates.

Distribute additional revenues from in memory plate sales monthly to the State General Fund.

Effective the first day of the third month following passage and approval by the Governor.
