Amends Section 45-2-80.87 of the Code of Alabama 1975 to authorize additional court costs of up to $15 per case in Baldwin County circuit court, district court, and juvenile court, excluding municipal courts.

Additional court costs apply to civil cases, criminal cases, traffic cases, and small claims cases, and may not be waived unless all other fees, assessments, costs, fines, and charges are waived.

Collected fees are paid into the Baldwin County Law Library and Judicial Administration Fund to fund court employee salaries and continued court operations.

Changes the expiration date of the court costs from September 30, 2015 to September 30, 2017, at which time this section shall be repealed.

Authorizes the presiding circuit court judge to adjust or eliminate the court costs based on state funding, or to increase or decrease the costs as necessary without exceeding $15 per case.
