Increases annual appropriation for Baldwin County Legislative Office from $100,000 to $150,000 per fiscal year, funded from privilege license tax revenue.

Reduces distribution to Fort Morgan State Historic Site and Historic Blakeley Authority from 25 percent to 12.5 percent of privilege license tax revenue.

Establishes the Baldwin County Community Capital Fund receiving 12.5 percent of privilege license tax revenue, to be expended only upon unanimous direction of Baldwin County Legislative Delegation members for public purposes promoting economic well-being of the county.

Modifies Historic Blakeley Authority funding provisions to allow 50 percent operations and 50 percent capital outlay spending for fiscal year ending September 30, 2015, and the next three fiscal years, then reverting to capital outlay only thereafter.

Becomes effective October 1, 2015.
