Applies only to Etowah County and establishes additional minimum qualifications for persons elected or appointed as sheriff.

Sheriff candidates must be U.S. citizens, county residents for at least one year, registered voters for at least one year, at least 25 years old, possess a high school diploma or GED, and have never been convicted of a felony.

Elected sheriffs must complete a minimum of 12 hours annually of executive level continuing education approved by the Alabama Sheriff's Association or National Sheriff's Association.

Annual continuing education certification must be filed with the county judge of probate by December 31.

Does not apply to supernumerary sheriffs and becomes effective immediately upon passage and governor approval.
