Requires district or municipal judges to review evidence for probable cause before issuing misdemeanor arrest warrants or municipal ordinance violation warrants against public education employees for alleged crimes committed during official duties.

Allows district attorneys to present charges against public education employees to a grand jury instead of seeking a warrant, with no procedural restrictions from this act applying to grand jury investigations.

Permits law enforcement officers to make warrantless arrests against public education employees when the offense occurs in their presence or they have probable cause.

Allows arrest warrants to be issued without judicial review if adequate evidence shows significant risk the accused will flee the jurisdiction or poses a threat to public safety.

Effective date is July 1, 2015.
