• Authorizes local city and county boards of education to adopt rules allowing acceptance of credit and debit card payments for any payments made to the boards and schools.

• Permits superintendent of education to enter into agreements with credit and debit card issuers to facilitate card payments, including agreements that provide for discounts or administrative fees.

• Allows boards to impose surcharges or convenience fees on card payments to offset costs, which fees are voluntary and non-refundable when elected by the payer.

• Protects board officers and employees from personal liability for accepting card payments in accordance with board policies and procedures.

• Becomes effective on the first day of the third month following passage and approval by the Governor.
