Alabama applies to Congress under Article V of the U.S. Constitution for a convention of states limited to proposing amendments on fiscal restraints on the federal government, limiting federal power and jurisdiction, and limiting terms of office for federal officials.

The convention must operate under a rule of one state, one vote, with Congress having no authority to adopt any other voting rules.

Alabama's legislature will establish rules for appointing delegates to ensure they strictly adhere to the limited subject matter specified in the state's application.

The Secretary of State must transmit copies of this application to Congress, all state legislative leaders, and Alabama's congressional delegation, requesting their cooperation.

This application constitutes a continuing application under Article V until legislatures from at least two-thirds of the states submit applications on the same subject.
