Directs Governor Robert Bentley to comply with the Indian Gaming Regulatory Act (25 U.S.C. Section 2701, et seq.) and enter into good faith negotiations with the Poarch Band of Creek Indians for establishing a Tribal-State Compact for Class III gaming in Alabama.

Recognizes the Poarch Band of Creek Indians as the only federally recognized Indian tribe in Alabama with sovereign nation status and federal authorization to conduct gaming activities on Indian land without Alabama Legislature action.

Requires the Tribal-State Compact to ensure Alabama receives its fair and equitable share of revenue generated by Indian gaming activities exclusively for the State General Fund.

Establishes that a Tribal-State Compact will serve to control the proliferation of Class III gaming within Alabama and generate revenue from sources exempt from state taxation under federal law.

Acknowledges that federal law requires income generated by Class III gaming by the Poarch Band be utilized for the benefit and welfare of the Indian tribe.
