Designates the year 2015 as the International Year of Soils and encourages public participation in activities celebrating the importance of soils.

Recognizes 2015 as the 80th anniversary of the Soil Conservation Act signed on April 27, 1935.

Supports soil conservation through landowner participation in partnership with local soil and water conservation districts in federally authorized programs including the Conservation Reserve Program, Environmental Quality Incentives Program, Conservation Stewardship Program, Agricultural Conservation Easement Program, and Regional Conservation Partnership Program.

Supports the Small Watershed Rehabilitation Program as authorized by the Watershed Protection and Flood Prevention Act, 16 U.S.C. Section 1001, et seq.

Adopted by the House on April 21, 2015 and by the Senate on April 30, 2015.
