Establishes the Alabama Alcoholic Beverage Study Commission (AABSC) composed of legislative leadership, committee chairs, minority party representatives, and an ABC Board representative.

Commission co-chairs are the Senate Tourism Committee Chair and House Economic Development and Tourism Committee Chair.

Alabama Law Institute serves as primary research resource, examining other states' alcoholic beverage laws and gathering public input from industry stakeholders.

Commission must schedule three public hearings in Huntsville, Birmingham, and Mobile after the 2015 legislative session, visit two states with progressive beverage laws, and publish findings by December 31, 2015.

Privatization of state-owned ABC stores is explicitly excluded from the commission's study and recommendations.
