HJR226 Summary

• Creates the Commission on Truant, At-Risk, Delinquent Youth to study methods for keeping children out of the juvenile justice system by improving related laws, regulations, and procedures.

• Commission membership includes 19 positions comprising legislators, state agency heads, judges, school officials, law enforcement, and representatives from child advocacy organizations.

• Commission shall study truancy causes, juvenile crime and arrest data, behavioral health needs, recidivism rates, alternative sentencing, and evidence-based practices like Positive Behavioral Intervention and Supports (PBIS).

• Commission must issue a written report with findings, conclusions, and legislative recommendations to the Legislature no later than the 15th day of the 2016 Regular Session, then dissolve.

• Legislative members receive regular compensation, per diem, and travel expenses; non-legislative members may be reimbursed for meeting-related expenses consistent with their appointing authorities' policies.
