Posthumously honors Willie James Perry, known as the "Batman of Birmingham," for his lifetime of humanitarian service in the late 1970s and early 1980s.

Recognizes Perry's charitable work including providing roadside rescue assistance with flat tires and fuel, giving free rides to elderly residents to medical appointments, and offering community children free rides in his customized vehicle called the Rescue Ship.

Notes Perry was featured on a national television show in 1982 and met Michael Jackson that same year; Mayor Richard Arrington designated August 3 as "Willie Perry Day" in 1982.

Directs that a copy of this resolution be provided to the Birmingham City Council for appropriate presentation and display in recognition of Perry's legacy and impact on Birmingham's cultural history.

Acknowledges current efforts to restore the Rescue Ship and preserve Perry's memory as a way to inspire future generations to perform good deeds in their communities.
