Commends Kelly Garner of Vestavia Hills, Alabama, for heroic rescue efforts following a winter ice storm that crippled central Alabama in January 2014.

Garner, a native of Florence, Alabama, ventured onto Highway 31 in frigid conditions to assist stranded motorists during the winter storm.

Garner suffered an accidental fall while providing aid and remained stranded in extreme conditions for over 12 hours before being found and treated for head injuries and a fractured vertebra.

The House of Representatives honors and commends Garner for demonstrating exceptional courage and placing the well-being of others before his own safety.
