SB1 Summary

• Deletes the requirement that tablets and mobile computers be pen-enabled and eliminates phase-in provisions and device reassignment requirements, effective with the 2015-2016 school year.

• Makes participation in the Alabama Ahead Act voluntary for local school systems rather than mandatory.

• Appropriates $110,000,000 from the Education Trust Fund to the Alabama Public School and College Authority for fiscal year ending September 30, 2016, with funds distributed on a per-pupil basis.

• Establishes funding priorities: (1) high-quality standards-based broadband Wi-Fi infrastructure in all classrooms where feasible, (2) mobile digital computing devices for accessing digital instructional materials, (3) support services and technology enhancements, and (4) network debt retirement.

• Revises the Alabama Ahead Advisory Committee composition to include legislative committee chairs, legislative appointees, the State Superintendent of Education, Secretary of Information Technology, and representatives from technology and education organizations.
