Amends Section 36-12-40, Code of Alabama 1975, to prohibit public officers from charging copying fees when individuals use personal cameras or other electronic devices to make copies of public records.

Allows reasonable service fees only when a copy must be made by the custodian to redact personal, non-public information or identifying information as defined in Section 41-13-7.

Permits paper copy fees only when necessary to redact identifying information prior to making records public.

Prohibits public officials from refusing use of personal cameras or electronic devices unless the device unduly interferes with office operations.

Exempts records already converted to digital or electronic format and available to the public by digital or electronic means from these provisions; does not apply to probate courts in Alabama.
