• Establishes the "Haiwayi Robinson Emergency Missing Child Alert System" to be developed and implemented by the Alabama Law Enforcement Agency with mandatory participation by all local law enforcement agencies.

• Requires local law enforcement to immediately request an emergency alert when a missing child report is filed, all caregivers are contacted and confirm the child's whereabouts are unknown, and Alabama Law Enforcement Agency criteria are met.

• Directs Alabama Law Enforcement Agency to email missing child information and descriptions to statewide media and post photographs on its website.

• Authorizes Alabama Law Enforcement Agency to adopt implementation rules, prescribe activation forms, and research enhanced notification technologies including electronic, web-based, and rapid telephone alert systems for targeted areas.

• Provides limited immunity from civil liability for entities and individuals disseminating alerts, except in cases of unreasonable, wanton, willful, or intentional conduct; act becomes effective on the first day of the third month following passage and approval.
