Applies when Congress calls an Article V Convention to propose amendments to the U.S. Constitution, establishing procedures for Alabama to appoint and manage delegates and alternate delegates.

Requires delegates and alternate delegates to be Alabama residents, registered voters, at least 18 years old, not registered as lobbyists under state or federal law, and not holding federal office.

Legislature appoints six delegates and six alternate delegates by joint resolution, each requiring a majority vote in both houses; alternate delegates are paired with specific delegates and may be recalled and replaced at any time.

Delegates serve without compensation but may be reimbursed for expenses related to official business using legislative or joint interim committee funds.

Each delegate and alternate delegate must execute a written oath to support both U.S. and Alabama constitutions, follow legislative instructions, and faithfully discharge their duties; the oath is filed with the Secretary of State before performing any duties.
