• Authorizes county commissions to establish personnel policies, employee benefits, retirement incentive programs, employee recognition programs, and allows deputies to retain badges and pistols upon retirement.

• Permits community programs for clean roadways and public facilities, dangerous animal control (excluding hunting, agricultural, and farming operations), and local transportation and public safety programs.

• Allows programs related to county office operations including one-stop tag programs, jail commissaries, unclaimed property disposal, highway department management, and automation of county activities, with elected officials' consent required for their office operations.

• Prohibits amendment from authorizing tax increases, fees, programs infringing on private property rights, or limiting elected officials' constitutional duties and compensation; requires public notice and regular county commission meeting vote for adoption.
