SB160 Summary

• State agencies must submit annual reports by October 31 to the Executive Budget Office detailing federal receipts received and expended, federal appropriations, and the percentage of total budget comprised of federal funds.

• Each state agency must develop contingency plans for operating if federal receipts are reduced by 5 percent or more, or by 25 percent or more.

• The Executive Budget Office must compile agency reports and submit a summary to the Joint Fiscal Committee by January 1 each year, including comparison of federal receipts to appropriations and list of non-compliant agencies.

• The Joint Fiscal Committee may recommend that the Legislature revise appropriations for state agencies, take no action, or take other actions upon majority approval after reviewing the Executive Budget Office report.

• The Department of Education and Department of Postsecondary Education must include information for their respective school districts, colleges, and universities in their reports.
