Reduces the required advertisement period for special, private, or local bills from four weeks to three weeks prior to introduction in a newspaper of general circulation in the affected county.

Provides alternative notice procedures when no newspaper of general circulation exists in a county, requiring posting at five different locations (including the county courthouse) for two consecutive weeks and electronic media publication as provided by general law.

Requires notice to include both the substance of the proposed bill (which may be a general statement rather than full text) and information on how the public can access any proposed amendments during the legislative process.

Establishes procedures for amending special, private, or local bills during the legislature, requiring amendment adoption by majority vote and a three-day waiting period before final passage in the originating house, or one calendar week for executive amendments and conference committee reports.

Prohibits introduction of special, private, or local bills after the twenty-fifth legislative day of any regular session, and voids any such bills that do not comply with these constitutional procedures.
