SB170 Summary

• Establishes the Alabama Construction Industry Craft Training Program and Craft Training Board to be administered within the existing Alabama Building Commission.

• Imposes a fee of $1 per $1,000 of construction authorized on nonresidential construction building permits, collected monthly by local permitting offices and remitted to the Alabama Building Commission.

• Exempts licensed home builders, residential construction subcontractors, and certain entities from Chapter 14A of Title 34 from the fee requirement.

• Creates the Craft Training Fund as a special fund in the State Treasury, with net proceeds used exclusively at the direction of the Craft Training Board for construction industry craft training programs.

• Establishes a seven-member Craft Training Board appointed by the Governor from construction industry associations, with exclusive control over fund expenditure and authority to develop curricula, establish guidelines, and provide grants to educational and training organizations for nonresidential construction workforce development.

• Becomes effective October 1, 2016.
