SB18 Summary

• Amends Section 16-6E-4 of the Alabama Code to specify conditions that trigger state intervention in local school systems, including material noncompliance with statutes or regulations, or student failure to meet state academic benchmarks.

• Requires the State Superintendent of Education to issue written notice to the local superintendent and presiding officer of the local school system (instead of the city or county board presiding officer).

• The written notice must specify deficiencies, required corrective steps, and a reasonable timetable for corrections, with the local board having at least 21 calendar days to respond.

• Establishes a multi-step process where the State Superintendent evaluates the board's response and may defer intervention, require implementation of an acceptable correction plan, or request State Board approval to assume direct control of school operations.

• Takes effect immediately upon passage and approval by the Governor.
