Appropriates $9,921,227 from the Education Trust Fund to Tuskegee University for fiscal year ending September 30, 2016, for support and maintenance of educational programs.

Designates at least $1,784,788 of the appropriation for agricultural research and extension service state match.

Requires Tuskegee to submit an operations plan for fiscal year 2015-2016 with goals and measurable performance indicators and an audited financial statement for fiscal year 2013-2014 prior to fund release.

Mandates quarterly reports to the Director of Finance comparing actual to planned expenditures and accomplishments, plus an end-of-year performance report detailing work accomplished, services provided, and program effectiveness measures.

Takes effect October 1, 2015, recognizing Tuskegee's unique status as both a private and state-related institution that has received legislative appropriations since 1881.
