Appropriates $273,276 from the Education Trust Fund to Lyman Ward Military Academy in Camp Hill, Alabama for fiscal year ending September 30, 2016.

Requires submission of an operations plan for fiscal year 2015-2016 with goals and measurable performance indicators and an audited financial statement for fiscal year 2013-2014 before funds are released.

Mandates quarterly reports to the Director of Finance comparing actual expenditures and accomplishments to planned expenditures and accomplishments.

Requires an end-of-year performance report for fiscal year 2015-2016 detailing work accomplished, services provided, costs, and meaningful measures of program effectiveness.

Becomes effective October 1, 2015, with all required reports forwarded to the Joint Fiscal Committee by the Director of Finance.
