• Extends the deadline for municipal clerk delivery of absentee election supplies from 21 days to 35 days prior to the election date.

• Clarifies that the term "voting machines" does not include electronic vote counting systems as defined in Title 17 of the Alabama Code.

• Establishes a procedure for breaking tie votes in municipal runoff elections: the municipal governing body must decide by majority vote no later than 12:00 noon on the first Tuesday following the runoff, or the county probate judge decides by lot if the governing body fails to break the tie.

• Disqualifies probate judges who openly promoted candidates in a tied election from deciding the outcome; the presiding circuit court judge assumes this duty if needed.
